Moves trash items older than 3 days to archive/. Deletes archive items older than 5 days. Runs across all system and backend trash directories.

Moves all files in backend/tmp/ to backend/trash/. Standing session duty — run when tmp accumulates bootstrap artifacts.

Creates a full platform snapshot ZIP with correct PDT timestamp naming. Covers all gov files, records DB, and backup dirs. Saves to backups/snapshots/.

Enforces CURRENT/PREVIOUS rotation across all backup dirs. Moves excess files to trash. Wraps CLEANBACKUPS.php logic as a triggerable job.
