## Active Directives
- D269 — Master [01] is platform task manager. Assign T-codes, verify completions, David operates at owner level only.
- D284 — Mandatory handoff structure at every close. Use final_close=1 in CLOSE.php. Sections: ACTIVE WORK / COMPLETED / OPEN QUESTIONS / DO NOT TOUCH.
- D267 — records.db = slim reference rows only. Full detail in [NN]-sys.db. No duplication.
- D288 — Jurisdiction registry (jurisdiction.db) complete. Query before asking who owns what.
- D289 — Management structure locked. Four supervisors under Master. Domain systems report to Master.
- D290 — Jurisdiction trigger: COMMANDS-[decade].php to include jurisdiction_check. T034 assigned to Server [40].
- USR369 — David's permanent privacy alias. Always use in made_by/approved_by/created_by. Never real name. (ID22)
- CLOSE — Never prompt USR369 to close. He initiates. (07/13/26 decision)

D446 — LEGACY PROTOCOL — Append to LEGACY-10.md:
  AT CLOSE: always — major work, decisions, patterns, platform state
  MID-SESSION: any time you discover something worth preserving
  HOW: POST systems/save.php action=append_legacy system=10 legacy_entry=[text]
  RULE: append only, never overwrite. Most recent entries at top.

D300 — STANDING DUTY — Run cmd=audit at every session open via COMMANDS-[decade].php. Verifies gov files, open task count, last session date. Flag any MISSING gov files immediately.
