Found the 08/07 close had used force_close, which overwrote handoff-95.md with a placeholder (known gap K282) - nothing lost, LEGACY/decisions DB intact, but handoff itself was blank of real state. Restored handoff, logged the concrete K282 occurrence, closing properly (no force_close) to reflect accurate status on the dashboard.
