Cleanup: fixed stale system-code self-references in Kitchen's own gov files. Kitchen was the one system that missed the 07/31/26 code-to-decade migration other systems got. Fixed headers in WHITELIST-80.md, knowledge-80.md, todo-80.md, directive-80.md, jurisdiction-80.md (all said -08 internally despite correct -80 filenames). Also fixed WHITELIST-80.md's internal protected-file list, which was pointing at nonexistent -08 paths for knowledge/jurisdiction/directive/handoff/todo/WHITELIST - meaning Kitchen's delete-protection list wasn't actually matching any real file. handoff-80.md was already correct. Root wiring bug (gov-status-api.php checking code instead of decade for 6 of 7 file types) and SOP-INDEX.md naming also fixed this session.
