Enforced decade-only naming, fixed 5 stale-header/misdirected-WHITELIST gov files (K280). Found and fixed a real add_event param bug (description= silently discarded instead of subject=/detail=) that caused 38 blank events - recovered 13 from this session, 25 pre-session ones confirmed unrecoverable (K281).

Fixed knowledge-50.md, jurisdiction-50.md, directive-50.md, WHITELIST-50.md, reference-50.md headers and cross-refs. Diagnosed add_event schema mismatch via test writes + raw DB query (dba_api.php). Backfilled 13 correction-note events (128-140) for events 114-126. Rewrote todo-50.md and knowledge-50.md with corrected unrecoverable-events count and the subject/detail param rule. Logged K280 and K281 to memory pipeline, broadcast K280 platform-wide.
