Confirmed T2527 with Admin (D775). Fixed outbound_verify transfer-side keyword narrowness, closing out T-OUTBOUND-TZ (D776). Wrote SOP-SYNC.md, SOP-LIVE-PHP-FIX.md, SOP-REFRESH.md. Checked and reported platform-wide backlog scope (~1150 items across other 10 systems), sent directive rather than mass-resolving other systems mail.
