Multi-day stretch closed: fixed T-ROTATE-WAF (.htaccess whitelist gap), K343 x2 (inbox-api GET fallback, config.json URLs across all 11 systems), closed T2527 (Librarian split), fixed T00-DUPCODE (add_decision auto-assign/dedupe, task 431 high priority), broadcast D762 (USR369's new FIX-LOG ownership rule) to all systems.

1) ROTATE.php whitelist fix, D-ROTATE-WAF logged. 2) inbox-api.php resolve/deliver GET fallback added, backed up + verified live. 3) All 11 systems config.json community_inbox URL fixed from dead redirect stub to real endpoint, backed up + byte-verified all 11. 4) T2527 confirmed and closed both sides (Server technical, Admin governance). 5) T00-DUPCODE fixed in records-api.php add_decision -- auto-assign sequential D-code on blank, reject explicit duplicates; hit and fixed a PDO/SQLite3 API mismatch bug mid-build (K354); live-tested 3 scenarios. 6) D762 logged and broadcast to all 11 systems + CC -- USR369 tracks work himself in FIX-LOG, systems find and finish their own items. 7) Reconciled Namecheap/PhoenixNAP cooling-failure outage (confirmed resolved via their status page), no data loss. 8) Logged 2 more TASKGATE false-positive occurrences to K353/T426, still open.
