Expanded all 13 Standards Hub detail pages from skeleton (2-4 rules) to full content (5-10 rules). Deployed STANDARDS-INDEX.md stop sign at backend/standards/ — maps every rule code to URL and build.php scope. Patched OPEN.php, REFRESH.php, build.php to surface standards_index field in every response. Added Standards card to backend/index.html (v6.2) and tab to backend/info/index.html. Backed up 23 files.
