USR369 clarified the tools page should work as: click a tool -> see what it does (explanation) -> then a separate action to go to the actual tool, not click=immediate-navigate. Converted the anchor-tag cards to div-based cards with a JS toggle (only one open at a time) and an inner Open Tool button that stops click propagation so it navigates independently of the expand/collapse.
