Added includeFull flag (full=1 or include_content=1). Default response: sop_scope truncated to 240 chars with a note of the true total length, sop_content=null, content_length reports the real file's size, fetch_note tells the caller exactly how to get the rest (file-reader.php on sop_path, or re-call with full=1). When full=1 is set, behavior is byte-identical to the pre-patch version -- nothing removed, only made optional. Also: found and reconciled a duplicate-effort risk -- Master[10] independently created SOP-HTML-PAGE-MAINTENANCE.md + a 'html-page-check' duty in maintenance-schedule-api.php today, its KNOWN BLOCKER section claiming page-inventory.html was still 404 (true when written, false now after my earlier fix this session) -- corrected that note, and registered a second complementary duty 'tools-index-maintenance' (content-curation, narrower) rather than letting the two overlap silently.
