Confirmed via TASKGATE.php source that a successful match injects the FULL matched SOP file (sop_content, file_get_contents of the whole file) plus the full index-entry description (sop_scope) into whichever session's conversation triggered the match -- every time, regardless of file size on disk. Rewrote SOP-TOOLS-MAINTENANCE.md from a narrative style (WHY/HISTORY/RELATED sections) to execution-only steps, moving rationale into decision/knowledge DB references only (D862/D863/K403/K430). Trimmed its SOP-INDEX.md entry from a restated paragraph to a bare trigger+pointer line.
