ORIENT-REG.md's WHERE DO I LOOK table claims CODE suffix is 'confirmed' standard for handoff/todo, which contradicts this live behavior -- a real doc-vs-code mismatch (SOP-GOVDIFF pattern), not just a Builder-specific inconsistency. Fixed for Builder: relabeled internal headers in handoff-20.md/todo-20.md to reflect decade as canonical. Left deprecation stubs (not hard deletes, D209) at handoff-02.md and todo-02.md pointing to the real files -- todo-02.md previously 404'd entirely, now resolves to a useful stub instead. Did NOT change ORIENT-REG.md itself -- that is Admin[00] jurisdiction and the code-vs-decade mapping differs per system, so a Builder-only test does not prove it holds platform-wide. Flagged to Admin/Master to verify via SOP-GOVDIFF and correct the doc if confirmed elsewhere.
