Functional test of CLOSE.php after adding the auto-rotate hook (T2523). Real work this session: fixed the ROTATE.php WAF block (Server), fixed a regex bug in the tool itself, redesigned it from time-based to size-based per USR369 direction, ran it live on Builder and Server LEGACY files, wired an automatic non-blocking size-check into CLOSE.php itself.

CLOSE.php edited to add a non-blocking, error-suppressed call to ROTATE.php at the end of every close, checking that system own LEGACY file against the 20KB default threshold. Backed up before edit. This call is the live functional test of that change.
