Discipline-fix list items 1+2 complete: TASKGATE enforcement gate live on BACKUP/build/CLEAN/SNAPSHOT.php (K191/K193/K194/K196/K197), found+fixed a real pre-existing build.php fatal along the way, formalized SOP-DIAGNOSE.md. All 11 systems rolled to EXEC_OPEN Series R, consolidating protocol into OPEN.php's own response (K198/K199). Bonus: fixed 5 stale jurisdiction.db records for Travel (D681), verified snapshot retention healthy. Two platform-wide 503 outages this session, both self-resolved, not caused by our changes.
