RULES-S.md reduced from 718 to 100 lines. All command detail, system-specific content, and reference data moved to KB (entries 62-72). RULES-S.md now contains only universal rules and road sign pointers. Build.php made mandatory hard gate before any build. REFRESH confirmed as mid-session standard — SYNC reserved for close only.
