Created gov/ subdirectory in all 4 Core systems. Moved knowledge and jurisdiction files to new paths. Created directive-[code].md for each Core system seeded with active standing orders (D231 oversight, D231 task lanes, D232 road sign, D232 build gate, D213 audit mode, system-specific duties). Updated RULES-S.md ORIENT step to load all three files from gov/. Remaining 7 systems to be done when each opens next.
