Multi-day session. Found and fixed a systemic status=open hardcode bug present in REFRESH/UPDATE/SYNC/CLOSE.php -- CLOSE.php's own final ping was undoing its own close every time. Fixed all 4, tested. Also: ORIENT-REG decade fix, broadcast mechanism fix, SOP-INDEX restoration, v1.5 archive recovery, CLEAN-REG protection gap closed, verified-fix standard built and tested, work-discipline rule installed.
