Session 10 close — full platform audit of board freshness, session integrity, and decision integrity. Root-caused why boards were 9 days stale. 8 tasks created and routed to Master for distribution.

Audited board.html/decisions.html/status.html — found stale since 07/09/26. Root-caused two independent bugs: boards_rebuild() only fires on all_pass close, and even then reads a dead MASTER_LIST.md instead of records.db list_items (D271 superseded it 07/14/26). Found 13 blank decisions D356-D368 from Server 40. Found 5 stuck-open sessions across Server 40 and Master 01. Confirmed CATCHUP.php is deployed but undiscoverable — not in CM popup or any board. Discovered during task creation that the new records-api.php (moved 07/17/26 per D355) silently drops description and source fields and has no update_task action. Created T638-T645, routed to Server 40, Master 01, and Builder 20 for Master to distribute.
