gdrive-api.php v1.3 (Server[40], 08/11/26) built a working streaming upload (drive_upload_path, Google resumable protocol, live-tested working code). But every folder tried (4 real candidates found via native Drive search -- two named snapshots, their shared parent, and an apps subfolder matching yesterdays successful-test timeframe) returned either 404 (not visible to service account) or 403 storageQuotaExceeded (visible but not a real Shared Drive from Googles perspective) -- the exact original blocker SOP-GDRIVE-SERVICE-ACCOUNT.md v1.7 claimed was fixed 08/10/26. No folder ID from that successful test was ever documented anywhere (SOP, decisions, knowledge.db). Need: confirm/create a genuine Shared Drive, share it with the service account (cai-platform-writer@cai-yttcom.iam.gserviceaccount.com) as Manager or Content Manager, and get its real ID recorded in SOP-GDRIVE-SERVICE-ACCOUNT.md so this stops being rediscovered from scratch. Todays platform snapshot (36MB, 2875 files) is safe server-side but not yet copied to Drive as a result.

Discovered this session: task API (backend/records/db/api.php actions list_tasks/close_task/reopen_task) has no way to mark a task blocked with a reason. D291 task gate in CLOSE.php only checks status=open. Need Server[40] to add block_task action and a blocked status so tasks can be distinguished from open (actively workable) vs blocked (waiting on something outside the system's control, like PIN access). This also lets CLOSE.php gate logic skip blocked tasks instead of forcing force_close every time.
